Biography
Dr. (PhD Student) Nurbek Achilov is a researcher, consultant, and innovation strategist with more than 25 years of international experience in public policy, regional development, market research, digital transformation, and sustainable economic development. He is currently a PhD Candidate in Public Policy at the Graduate School of Public Policy, Nazarbayev University (Kazakhstan), where his research focuses on regional policy, industrial development, innovation ecosystems, labour mobility, and evidence-based governance.
He holds an MBA in E-Business and Operations Management, a Master's degree in Marketing Management, and a Bachelor's degree in Marketing. Throughout his career, he has successfully managed and contributed to numerous national and international research, consulting, and development projects in collaboration with government agencies, international organizations, and private-sector partners.
His research interests include regional development, innovation policy, circular economy, sustainable business models, digital governance, labour market analysis, migration policy, industrial policy, artificial intelligence for public decision-making, and strategic foresight. He has led and participated in analytical projects for organizations including the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), ministries of the Government of Kazakhstan, and major national companies.
Mr. Achilov is the founder of Innoker LLP, a research and consulting organization specializing in market intelligence, strategic planning, innovation management, and policy analysis. He is also the author and editor of several books and analytical publications covering digital transformation, regional competitiveness, sustainable development, leadership, and public policy.
His work has been presented at international conferences and published in academic journals and professional outlets. He is an active member of several international professional associations, including the European Association of Labour Economists (EALE), the American Economic Association (AEA), and other international research networks.
